Patti Larsen, former communications vice president with the NRG Energy said today it has finished construction on its second wind farm, the 122-megawatt Elbow Creek Wind Project in Howard County near Big Spring.
The wind farm will push Texas even farther ahead of California as the state with the most wind power.
