SUMMARY:
Plans at an operational level and manages the effective use of resources to implement a medium sized or multiple smaller assigned projects
PRIMARY DUTIES:
Transforms business specifications into cost-effective information systems applications through resource plans and prioritizes work within established budget objectives
Provides the project manager/supervisor with timely and accurate information regarding the performance of the assigned projects(s)
Builds and leverages effective alliances across the technical and business community ensuring the best utilization of resources
OTHER:
Technical Knowledge
Has master level knowledge of multiple programming disciplines and a thorough understanding of the business that the assigned projects are supporting. Uses this understanding of the business and systems environment to develop appropriate and timely solutions to daily issues. Has conceptual knowledge of varying technologies and the ability to make decisions based on that knowledge

Scope:
Reports to Director, Receivable Management and is the primary point of accountability to Business Partners for the management and implementation of projects. Has advanced research and analytical skills in the formulation and definition of project scope and objectives. Provides operational and business support for Loss Sensitive Receivable Management. Responsible for resource and staffing plans, work priorities and project management within established budget objectives. Provide management teams with timely and accurate information regarding the performance of the assigned project(s).
Build and leverages effective alliances across the technical and business community to ensure the best utilization of resources, and function as business liaison to other departments for all billing related issues.
Major Responsibilities:
Participate in the strategic development process for the Receivable Management area. Plan at an operational level and manage the effective use of resources. Identify projects to ensure appropriate work processes and procedures are identified, documented and implemented through quality measurement and assessment programs for all department functions.
Plan and direct the development of business user specifications into cost-effective applications systems specifications. Ensure the successful completion of a variety of special projects, system enhancements, procedure documentation initiatives, etc., to effectively improve the quality, accuracy and timeliness of Receivable Management work processes.
Oversee the analysis and development of detailed business requirements and carry out the project tasks required for the design, development, testing, implementation, continuing operation and enhancements of department systems. Direct staff to develop, implement and/or maintain projects. Control the planning and execution of a project's activities and resources to ensure that established cost, time and quality goals are met.
Analyze and resolve system issues related to the business process. Manage IS daily production issues and queue items for all loss responsive billing systems. Manage established policy and procedures and modify and enhance as needed.
Responsible for systems support and project management staff for all loss responsive billing systems. Complete performance appraisals and development plans for the staff and provide continuous feedback on their performance and development.
